First off, could I create a weapon with it? Like a gun?

For, you know, self-defence. I'm not really interested in randomly shooting people.

...should be fine, yes. Can still only be used once, so would be created with one bullet. Would need to be used wisely.

Second, about the "enchanted" part... can the enchantment affect only the item? Like, for example... would I have to create a cloak that makes me invisible as long as it's covering me versus creating a ring that just makes me invisible by activation? If that makes sense.

Believe it can be item that provides effect. Same rules apply regardless of form taken by items.
